Regarding the minor cities (and some villages along the way), I've tried "The Great City..." series, which yet again, decapicated my performance. My favourite is {Dawn of Skyrim}; it doesn't make the cities larges per se, but it adds a few more merchants and details that make them actually feel alive. It makes all the towns lush, and makes Whiterun and Solitude feel like actual cities. Cutting room floor also adds in a couple, Heljarchen and Frost River.
